This collection is comprised of a letter to Joe from Edmund I. Adams, Attorney at Law; Public Notice 78-16 re: Application from North Carolina Department of Transportation for a Department of the Army Permit; and Public Notice 78-16A-Notice of Public Hearing which includes statements and maps of the project.

Historical Note
The proposed work on U.S. Highway 321 was to occur between Boone and Blowing Rock, North Carolina along the Middle Fork Creek for 5.3 miles. As it would affect the Blue Ridge Parkway and the Moses H. Cone Memorial Park, the National Park Service agreed with the applicant on the design terms of this project.
A public hearing notice for meeting on March 8, 1978 was issued "to allow the applicant opportunity to clarify certain details of the project, to allow all interested parties the opportunity to present additional data for consideration during the decision making process, to provide a medium for discussing mitigation planned and defined in the Draft Environmental Impact Statement and to insure that every reasonable measure has been taken to obtain information pertinent to the proposed project." taken from Public Notice 78-16A
